    To advise the Bureau of:

    •    developments in the Field meriting an AIPPI position, including any further study or analysis necessary or desirable to determine an AIPPI position;

    •    possible avenues for cooperation with GOs and other NGOs in the Field.

    To identify, select and provide to the Bureau key documentation relevant to the Field.

    To serve as a resource for AIPPI when positions relevant to the Field are conveyed by AIPPI, including, in the absence of an existing AIPPI position, to formulate a position if requested by the Bureau.

    To advise the Bureau of:

    •    developments in the Field meriting an AIPPI position, including any further study or analysis necessary or desirable to determine an AIPPI position;

    •    possible avenues for cooperation with other NGOs in the Field.

    To identify, select and provide to the Bureau key documentation relevant to the Field, including documentation of InterPat and other NGOs in the Field, and documentation of UPOV, and national and regional Patent Offices.

The European Unified Patent Court (Panel discussion)

After over 40 years of false starts, a unified European patent system could very soon become a reality for practitioners, judges and industry. With the expected publication and subsequent vote on the final proposals expected this Autumn, the impact of these far-reaching proposals have come to the forefront of international patent practice. At this year’s Congress in Seoul, AIPPI will host an expert panel discussion aimed at advancing the debate on the proposed European Unified Patent Court. Comprising of esteemed judges, industry leaders and patent practitioners, AIPPI’s expert panel will discuss the impact of the proposal’s key features including Articles 6 to 8, the rules of procedure, the location of the Central Division of the Unified Patents Court and whether the proposals will ultimately facilitate or frustrate the goals of a unified patent system in Europe.

Perspective on the future of the patent system

Following the America Invents Act, procedural and substantive patent law harmonization has gained momentum at an impressive pace. The USPTO, the JPO and the EPO, as well as a number of European Patent Offices (the so called Tegernsee Group) have carried out a detailed comparative analysis of substantive harmonization issues, including the grace period, secret prior art and prior user rights. The IP5 offices are working on a Global Dossier Initiative in cooperation with WIPO in order to achieve procedural patent law harmonization in an electronic environment. Representatives from the leading IP offices around the world have agreed to participate in an exciting panel discussion of the recent and possible future developments in the international patent system.
